Comparing Chemical Suppliers? Use This 7-Point Total-Cost Checklist

I wasn't always the person who asks about freight class before asking the price. I learned that habit the expensive way. I'm a procurement manager at a 40-person flexible packaging converter in the Midwest. I've managed our raw-material budget—roughly $180,000 a year—for six years now, and I've negotiated with more than 20 chemical and polymer vendors in that time.

If that sounds painfully normal, good. This article isn't a list of exotic sourcing tricks. It's the checklist I use every time I bring on a new supplier of polymers for commercial packaging, water-treatment chemicals, or process additives. The goal is simple: make the spreadsheet tell the truth.

Why my spreadsheet lied to me

A few years ago I was comparing polyacrylamide (PAM) suppliers for our industrial wastewater system. PAM is a flocculant that helps solid particles settle out of water; we buy it as an emulsion and dilute it on-site.

Supplier A quoted $2.05/lb for a 45% active emulsion. Supplier B quoted $1.72/lb for something they also listed as polyacrylamide emulsion. B's product, when we tested it, turned out to be 35% active polymer.

Here's what the unit price didn't show:

A: $2.05 ÷ 0.45 = $4.56 per pound of active polymer

B: $1.72 ÷ 0.35 = $4.91 per pound of active polymer

Supplier B wasn't cheaper. It was about 8% more expensive—before freight. Same category, different product. That's when I stopped comparing list prices and started comparing total cost.

The seven-point supplier checklist

Every supplier I've added since then has been put through this. The first time, it took a few hours. Now it's automatic.

1. Write the real spec before you call anyone

Polymer is not a specification. Neither is chemical. If I call a supplier and say I need polymers for commercial packaging, I haven't told them anything useful; a thin-film LDPE resin and a PLA lidstock are both polymers, and neither is a substitute for the other.

Before calling, write down the product form, grade, active concentration, packaging unit, and end-use. If you have regulatory requirements (food contact, FDA, or customer-specific limits), write those down too.

Checkpoint: the supplier's technical data sheet should name your exact grade. If they can't or won't, I stop there.

2. Compare active chemistry, not product names

The PAM example above is not an edge case. Suppliers use category names loosely, especially in commodity chemicals. For polyacrylamide, I need to know:

  • Active polymer content in the emulsion
  • Molecular weight and charge density
  • Residual acrylamide level, if discharge permits apply

When I vet polyacrylamide suppliers, I ask for those documents early. And if the plant works toward an Alliance for Water Stewardship (AWS) certification, so does the auditor. It's just PAM is not an acceptable answer. If the rep can't tell me the charge density, they don't understand the product; I don't want their product on my dock.

3. Add freight, minimums, and downtime into the price

A few years ago, a low quote arrived without freight. When I asked, the rep said, We don't include freight. I had to pull the freight class, the fuel surcharge, and the liftgate fee out of them one by one. I want to say the total was around $680 per truckload, but don't quote me on that exact number—the point is it wasn't small.

Then there's line downtime. When a packaging line stops, it costs us roughly $1,200 an hour. A supplier who saves me $300 on resin but misses one delivery window can cost me a lot more than they saved. So now I ask for the delivered price to my dock, and I ask about lead-time reliability before I ask for a discount.

4. Demand the paper trail—and ask: recyclable where?

Before I sign a PO, I want a certificate of analysis (COA) from the lot I'm actually buying, not a sample COA from the lab. I want the SDS, the insurance certificate, and a written warranty that the material matches the data sheet. That is boring, and it's also how you avoid a $1,200 redo later.

If the material has an environmental claim attached, I ask the supplier to tell me where that claim works. Per the FTC's Green Guides (16 CFR Part 260), a claim like recyclable has to be substantiated, and recycling access has to cover a substantial majority of consumers in the area where the product is sold. A sales rep saying it's basically paper is not a compliance answer.

5. Use supplier apps as an audit trail, not just for ordering

This is where I'll say something nice about Cargill. Cargill is best known as an agriculture company—grain, feed, food ingredients, the names you see on railcars. But it also has a bioindustrial side that supplies industrial materials, and the practical reason I keep them on our approved list is documentation.

The Cargill app keeps order history, lot numbers, and certificates in one searchable place. When a rep says, We told you that spec changed, I can open the app and show what the PO actually said. That audit trail has real financial value even though it doesn't appear on a quote.

I'm not saying every purchase should go to a giant supplier. Some specialty materials only come from smaller houses. But when any supplier makes their order history easy to verify, it lowers my risk—and that's worth paying for.

6. Run a trial before you scale

Data sheets don't run on your line. I once bought a film resin from a new supplier because the specs looked nearly identical to the incumbent. On our machine, the film's coefficient of friction shifted after a couple of hundred boxes, the packaging line started crumpling, and we burned through $1,200 of material and labor before we figured it out.

The cheap option wasn't cheap. It was a $1,200 redo.

Now every new supplier gets a trial lot. One roll, one tote, one batch—enough to run a full shift and measure scrap rate, line speed, and quality. If the supplier won't supply a trial lot, that's a data point too.

7. Put the re-quote date on the calendar

Material costs move. A quote from January is a historical document by April. For our top 10 materials, I set a review every six months and ask for quotes from at least three vendors each time. It keeps the incumbents honest, and it shows new suppliers that the door is open.

One detail: ask every vendor when their quote expires and get that date in writing.

Three mistakes I still almost make

A checklist doesn't make you perfect. Here are the corners I still cut if I'm not careful.

Standard size means different things. Not long ago we ordered liner for a bagging line. The supplier said standard size; we meant standard for our machine. What they heard was standard for their warehouse—which turned out to be three inches narrower. Both of us were telling the truth. The mismatch didn't show up until the rolls arrived. Now a dimension drawing goes with every RFQ.

My gut vs. the spreadsheet. Every cost comparison once pointed to a supplier that was 11% cheaper. The numbers were clean, but their technical rep couldn't answer a basic viscosity question without sending me to a FAQ page. I went with my gut and stayed with the incumbent. Six months later, the cheaper supplier had a quality incident that stopped three customers' lines. I don't think my gut is magic; I think responsiveness is a specification, just one that doesn't fit in a spreadsheet.

Verbal promises have a short half-life. I still kick myself for accepting a sales rep's prices are good for 90 days over the phone. Our PO got delayed by internal approvals, and by the time it landed, the price had gone up 6%. Oh, and that increase wasn't pure vendor greed—raw material indexes moved—but the lesson is the same. If the validity date isn't written into the quote, it doesn't exist.

Two packaging questions that still cause confusion

What is the difference between lithium ion and lithium polymer?

Short version: a conventional lithium-ion cell usually uses a liquid electrolyte inside a rigid metal can. A lithium-polymer cell uses a polymer-gel electrolyte and is often packaged as a soft pouch. That's why the word polymer in lithium-polymer is about the electrolyte, not about plastic packaging film.

Why should a packaging buyer care? Because if a customer asks for polymer packaging, you need to know whether they mean packaging made from polymer film or packaging designed for a lithium-polymer pouch cell. The two jobs require completely different materials. Lithium-polymer pouches can swell slightly over time and need crush protection; cylindrical lithium-ion cells are rigid but have stricter venting and transport-packaging rules.

How small is small when it comes to shipping costs?

One more hidden cost: dimensional classification. If you make e-commerce packaging, compare it against USPS size rules before you finalize materials. According to USPS pricing effective January 2025, a 1-ounce First-Class letter is $0.73, and a 1-ounce large envelope is $1.50 (usps.com). If your envelope is rigid or too thick to be a flat, it gets treated as a parcel at a higher rate. For a customer shipping thousands of units, that difference is a raw material cost—it just shows up on someone else's invoice.

That's the list. None of it is secret. It's mostly the unglamorous work of writing specs down, comparing the right chemistry, and asking for proof. Do that, and the spreadsheet stops lying—or at least lies less often.
